A letter to incoming Albany Police Chief Greg Galliano

Things have been busy and the mobbing has been intense. I’ve hoped that the lack of new posts might have allowed Mobbing is extremism (part 2) to remain at the top and continue to be read.

In the heard and overheard category, one recent early morning mobbing exchange went like this: “[Why or how] did you involve us in this? She knows.” Whether the victim “knows” should not be the chief consideration of anyone so bereft of ethics, not to mention humanity, that they would do to another human being what continues to be done to me.

I have no idea if I’ll survive this. In the near future, I’ll update this blog with some recent learnings on how mobbers track people in their homes. I also hope to be able to refer readers to a small software application that could make it easier to surface and understand data from wireless frame captures and, in turn, to investigate and prosecute the exploits of mobbers and other criminals who leverage the digital world to attack from next door.

In the meantime, here are a few excerpts from a letter I recently sent to incoming Albany Police Chief Greg Galliano. Given my circumstances, I have no idea whether my online communications get to where they should be, or if I receive the communications that are sent to me. This is why I take the time to write, print and send some communications in snail mail. And since my neighbors continue to stalk and attack me in my home day and night, I’m backing up the paper letter by printing it here in hopes that this blog really is on WordPress.com and not on some rogue server that has middle manned my access to the web.

There is occasional chatter about getting rid of the United States Postal Server (USPS) that brings us snail mail and, unfortunately, is increasingly subsidized by bringing us no end of junk mail. We should not be forced to rely on digital communication. It would be horrible for victims of predatory digital crimes like mobbing if USPS service was canceled. In cases where digital communications are not private or are jammed by physical network attack from proximity, or in cases where corruption or bias ensures communications are not heard, the best recourse may be communication via snail mail.

Chief Galliano:

[Omitted] I’m writing this in the hope that the turnover at the Albany Police Department could change things.

A tech-enabled real estate scam is operating in Albany. The goal seems to be to turn over houses, most immediately to contractors and perhaps eventually to wholesalers and aggregators of housing. In my case, some investors who are or may be aspiring wholesalers are making appearances and [appears to include] an employee of [omitted] an aggregator promoting the acquisition and trading of portfolios of “single-family rentals.” 

The tactic seems to be to flank the houses they hope to acquire on multiple sides—in particular, on the side of the house that hosts the utilities and communications infrastructure. They leverage IoT, surveillance and communications technologies to introduce interference into the electrical service and run radio frequency and rogue sound into the victim home. The goal seems to be to trick vulnerable residents into thinking the house is haunted or uninhabitable. A complementary tactic appears to be intimidation, harassment and stalking of the resident until he or she is expelled. [Omitted] Those who are older, female or live alone may be their preferred targets. In my case, some of those who are involved have technical or military backgrounds and the verbal abuse includes accusations similar to the kinds of things that anti-abortion harassers say. It may be that some of those who involve themselves in the scam are motivated by the opportunity to punish women.

In my case, it appears that at least some officers have personal or familial relationships with [name of a former Albany official who] remains a block coordinator. [Omitted] In this small town, these relationships appear to have contributed to cronyism, biased policing, and corruption. These relationships allow those involved to use Albany Police to advance their campaigns of eviction and to ensure that victim reports are ignored. There is a strong possibility that some officers and city personnel are at least protecting those who are involved in this scam. Victim reports are easily refuted with claims that the victim is delusional. This appears to work especially well when the victims are women and is a theme in the growing numbers of cases of IoT abuse of women. [Omitted]

But it is a dangerous scam. A Berkeley electrician told me that people were being harassed in their homes by neighbors using generators. Generators do seem to be in use, but so do sump pumps, WiFi repeaters, HVAC appliances, Tesla Powerwall appliances and other EV charging processes. What’s most important is that the things these gangs are willing to do sabotage the utility flows of the victim houses as well as their communications. And as they do so, they may trigger unhealthy processes and vent, pump or draft poisonous or otherwise noxious materials into the environments of their victims. The tactics seem to be military and extremist. 

My neighbor on the infrastructure side of the house, [omitted], may have been stressing the plumbing system during the time when a pipe burst in the basement [omitted]. [At least a few of those involved work for] Ashby Lumber; lumber suppliers would be likely places where contractors might meet those who want to make a finder’s fee for helping to make a property available, though the scam may also travel through block watch groups. [Omitted]

Based on my experiences, it appears that they access and use abandoned or low-pressure piping and even the sewer lateral to damage and cause unpleasant effects in the victim house. Because they boost radio frequency and use the radios they can access in the victim home, I have a pretty good idea of who is involved and the kinds of methods they use, enough so that I would believe cities where gangs like this operate should investigate deaths that involve carbon monoxide or other poisonous gases for neighbor involvement. I’ve also gotten rid of the natural gas in the house and updated the electrical service to eliminate knob-and-tube but it’s hard to fight attacks from places of proximity or what network security experts call a “living-off-the-land attack.”

Please. Some of your officers are involved or have relationships with those who are involved and are ignoring what is happening. These officers may be able to supply the information necessary to end a dangerous predatory scam.
